MULTNOMAH COUNTY ANNOUNCES A RECRUITMENT FOR Community Food Policy Specialist

SALARY: $17.55 - $21.61 Hourly $3,053.70 - $3,760.14 Monthly $36,644.40 - $45,121.68 Annually CLOSING DATE: Continuous

THE POSITION:

The Multnomah County Office of Sustainability mission is to enhance the livability of our community and to ensure that current and future generations' needs are met. We are committed to the "triple bottom line" of sustainability -environmental protection, sustainable economic development and social equity.

We are searching for a Community Food Policy Specialist who shares this same passion for the "triple bottom line" and wants to support major policy and project efforts to ensure that all our residents have access to a healthy, sustainable, local food system. Multnomah County recognizes the critical role of food as a social determinant of health and equity for our residents. The selected Coordinator will be a member of the county's Office of Sustainability and will report to the Sustainability Director.

Under the direction of the Sustainability Director, you will provide leadership on major policy efforts such as the Multnomah Food Initiative and Action Plan, the 2009 Climate Action Plan, County Digs and staffing to the Portland/Multnomah Food Policy Council. In addition, you will assist in the development and support of new policies and projects for internal government operations and in the community. As part of these duties, you will be responsible for developing community partnerships, facilitating multi-stakeholder meetings, developing outreach and communication materials, working closely with community and local government leaders and assisting in strategic planning. In addition, you may be asked to provide technical assistance to community members on urban food projects and participate in public speaking events.

The successful candidate will have knowledge of and experience with sustainability principles with a demonstrated emphasis on sustainability policy analysis, development, outreach, and evaluation. Strong writing, research, communication, and critical thinking skills are essential. Also essential are a demonstrated ability to facilitate multi-stakeholder projects and the ability to build strong working relationships with the community, other local governments and within the county. This position demands a positive can-do attitude, well-developed social skills, a sense of humor and the ability to achieve outstanding results.

TO QUALIFY:

In order to meet the screening qualifications for this recruitment, applicants must have a combination of education and experience equivalent to that outlined below, plus any other listed screening qualifications. The following guidelines will be used in evaluating applications. Credit for work that is less than 40 hours per week will be pro-rated. Post-high school education will be credited on the basis of 30 semester hours or 45 quarter hours equal one year.

Experience: Three years of policy or program development; knowledge and experience in food equity/urban agriculture issues a plus; AND

Training: Equivalent to the completion of the twelfth grade; AND

Other:

Knowledge of sustainability principles (3E's: environment, economy, equity) and effective implementation techniques

· Knowledge of healthy, sustainable and equitable food system issues
· Knowledge of food system policy development
· Knowledge of and skills to coordinate successful food system projects
· Abilities in community organizing
· Knowledge of and skills in facilitating organizational and community change
· Knowledge of and skills in fundraising
· Skills in outreach and communication

SUPPLEMENTAL INFORMATION

THE SCREENING AND EVALUATION PROCESS:

1. Unless otherwise noted, applications will be screened to determine if applicants meet the minimum qualifications. All the evidence of meeting the minimum qualifications must be shown on the standard Multnomah County Employment Application; other application materials will not be reviewed at this stage of the screening process.

2. Application packets that meet the minimum qualifications will be screened again on the applicants' ability to do the job based on the following criteria: relevance of training and education, relevance of work experience, and the complexity of relevant work performed and/or responses to supplemental questions.

3. Applicants who pass at Step #2 may be asked for additional information either orally or in writing. The final score and placement on the civil service list of eligibles will be based on the application, responses to the supplemental questions, and/or any additional information obtained.

4. The highest scoring applicants will be referred to the hiring manager for an interview.

Executive, non-civil service employees serve at the pleasure of the appointing authority. Appointments to Executive Service positions may be made through direct appointment, or through a recruitment process. When a recruitment process is used, applications will be screened to identify the candidates whose education, experience and abilities best match the desired qualifications for the position.

Veterans who qualify will be granted five points preference upon successful completion of all phases of the recruitment process. Disabled veterans who qualify will be granted 10 points.

The General Manager reports to a Board of Directors elected by members of the co-op.

Experience & Background:

  • Must have experience in management of a retail food store.
  • Bachelor’s degree in business administration, marketing or related field, or comparable experience.
  • Experience in preparing and managing store-wide operations and capital budgets
  • Demonstrated strategic planning success
  • Supervisory experience in hiring, training, motivating, and evaluating staff

Duties:
Financial and Planning

  • Develop long and short range plans to secure co-op objectives and viability
  • Create operating and capital budgets
  • Direct all financial operations of the co-op
  • Ensure legal compliance and timely reporting

Operations

  • Actions must be directed at all times to ensure a profitable and growing business
  • Be familiar with natural foods retailing and industry trends
  • Maintain appropriate relations with wholesale distributors and other industry sources as well as other local markets, local producers and trends in the local “food movement”
  • Establish and maintain a product mix that meets the expectations of members and reflects the mission of the co-op
  • Plan and execute a margin strategy to be price competitive and profitable while maintaining adequate profit for growth

Personnel

  • Oversee compliance with co-op personnel policies and update as needed
  • Ensure a safe and healthy workplace for employees
  • Ensure adequate training for staff
  • Motivate staff and volunteers to “share the vision”
